This paper proposes a model of ubiquitous video services and managementsystems for solving current issues of video surveillance services andmanagement in the smart city. The author presents the Enterprise Service Bus(ESB) based methods of integrating and using existing video resources in civildefense emergency commanding by providing a use case "Civil Defense EmergencyCommand Center in Huai-An City", focusing on ubiquitous video services andmanagement. Furthermore, this paper presents the differentiated services(DiffServ) scheduling algorithm for realizing the coordination of multitaskingload from the prospective of providing various services aims at acceleratingemergency responding, providing solutions to meet the needs of various clientsfor the video services, and making useful attempt to make contribution to theinformation construction of smart city in the future.

An Application of Ubiquitous Video Services and Management Systems in Civil Defense
