In this proceeding, we summarize the main results of our recent paper, whichintroduces a freeze-out scheme to the dynamical models near the QCD criticalpoint. Within such framework of static critical fluctuations, the Beam EnergyScan (BES) data of $C_4$ and $\kappa \sigma^2$ for net protons within different$p_T$ ranges can be roughly described. Besides, the momentum acceptancedependence of higher cumulants at lower collision energies can also bequalitatively described. However, $C_2$ and $C_3$ are always over-predicted dueto the positive static critical fluctuations.
