In this paper we aim to address the problem of dynamically dispatching agroup of state-of-the-art deloaded wind generators (WGs) in a fair-sharingmanner. We use the term dynamically since the WGs aim to dispatch themselvesaccording to a varying committed WF power output. We first propose aleader-follower protocol whose execution guarantees asymptotically, two controlobjectives. These are 1) reaching asymptotic consensus on the utilization levelof all WGs and 2) the total power output of the WGs asymptotically converges tothe reference value. Thereafter, we combine singular perturbation and Lyapunovtheory to prove that, under certain conditions, the proposed protocol willasymptotically converge to its equilibrium. Finally, we derive a cooperativeControl Lyapunov Function-based (CLF) controller for the rotor side converter(RSC) of each WG that realizes the protocol in practice. We demonstrate theeffectiveness of our proposed protocol and the corresponding RSC controllerdesign via simulations on the modified IEEE 24-bus RT system.
