The two-receiver broadcast packet erasure channel with feedback and memory isstudied. Memory is modeled using a finite-state Markov chain representing achannel state. Outer and inner bounds on the capacity region are derived whenthe channel state is strictly causally known at the transmitter. The bounds areboth formulated in terms of feasibility problems and they are matching in allbut one of the constraints. The results are extended to feedback with largerdelay. Numerical results show that the bounds are close in many examples andthe gains offered through feedback can be quite large. The presented outerbound meets the inner bound recently derived in \cite{Kuo_Wang2014} and hencedescribes the capacity region.
