We give an exposition of Deligne's theory of local $\epsilon_0$-factors overfields and discrete valuation rings under the assumption that the theory overthe complex numbers is known. We then employ standard techniques from algebraicgeometry to deduce the theory of local $\epsilon_0$-factors over arbitrarynormal integral schemes.
