A plausible scenario for the gamma ray and the hard x-ray burst in a stronglymagnetized plasma, based on the collective plasma maser instability, isproposed. The physical parameters with which this scenario becomes relevant areestimated. The attractive feature of this scenario over the conventionalcyclotron radiation theory is discussed.
