We address a major flaw in the abovementioned paper, which proposes tocalculate effective capacity of random channels by the use of central limittheorem. We analytically show that the authors are incorrect in finding theeffective capacity by first taking the limit of cumulative random processrather than taking the limit of moment generating function of the same process.We later quantify our results over a correlated ON-OFF process.
