Modification of special theory of relativity is proposed to describe thepropagation of signals with superluminal velocity. Modified kinematics andLorentz transformations of Maxwell's equations are described. A possibleexperiment on measuring the speed of light for verification of the theory isdiscussed. It is shown that replacing the maximum speed in special theory ofrelativity by the neutrino superluminal velocity measured by the OPERAcollaboration leads to lower value of the muon mass reconstructed from the muondecay products with the modified relativistic kinematics. This value is instrong conflict with the precise muon mass measurements that excludesintroducing the superluminal velocity of signals into special theory ofrelativity.
