The proposed High-Energy LHC project presents an unusual combination ofstrong synchrotron radiation (SR) damping and intrabeam scattering (IBS), whichis not seen in present-day hadron colliders. The subject of investigationreported in this paper was the simulation of beam-beam effect for the HE-LHCparameters. Parameters of SR and IBS are calculated, and the luminosityevolution is simulated in the absence of beambeam interaction. Then, aweak-strong numerical simulation is used to predict the effect of beam-beaminteraction on particle losses and emittance evolution.
