Extreme weather and urbanization have increased flood disaster risks. This study focused on flood protection measures by analyzing the spatial characteristics of flood damage areas. With the case of the Jeju area, rainfall events of June 2016, September 2007, September 2011, and October 2016 were used. The analysis found that flood damage areas were located on flat land or gentle slopes, including areas of fields and orchards. The study implies that urban planning measures to reduce stormwater runoff are necessary for residential areas and that drainage system improvements are needed in rural areas. This result indicates that, as local heavy rainfall increases, a combined set of flood protection measures at the agricultural land and urban area could be helpful for mitigating flood risk more fundamentally in the Jeju area.
