A system of prior consultation for disaster impact reviews is being implemented for high-rise buildings and underground-linked complexes in Korea. However, there is no specific guidance within the system on inundation analysis. The main purpose of this study is to suggest a method for inundation analysis that takes into consideration the dangers to coastal areas arising from disasters. After reviewing cases of damage to coastal areas, the proposed elements for the analysis include probable rainfall over a 100-year return period, wave overtopping rates caused by storm surges or tsunamis, and tidal water levels (approximate highest high water level and storm surge height or tsunami height). In order to test these elements in a case study, we used ANSWAN (a coupled model of ADCIRC and UnSWAN) and FLOW-3D models to calculate tidal water levels and wave overtopping rates caused by storm surges, respectively. The analysis of a tsunami was performed using a HYCERG-FDTSU model developed by Hanyang University. XP-SWMM was used for a comprehensive inundation analysis. To validate the proposed analytical method, it was applied to Marine City in Busan. The results showed that the proposed analytical method is suitable for use within the system of prior consultation for disaster impact reviews in order to prepare for possible disasters.
