With urbanization driven by economic growth since the 1960s, the number of high-rise buildings and skyscrapers in cities has been increasing. The safety management system, which was originally operated by two governmental agencies, the Ministry of Land, Infrastructure, and Transport (MOLIT) and the Ministry of the Interior and Safety (MOIS), is now operated by MOLIT; however, disastrous accidents continue to occur. In order to reduce casualties and damage to property, this study proposes improvements to buildings' safety inspection systems. Extant safety inspection systems are comprehensively investigated and analyzed in terms of related laws and regulations, data, and case studies. The proposed improvements include subjects for safety inspection, time, evaluation methods, and inspector qualifications and training.
