In order to secure aviation safety data, it is essential that safety measures are established through the analysis of data obtained from voluntary safety reports in parallel with mandatory reporting data generated from aircraft accidents and incidents. The penalty system is not precise, and its upper limit is unreasonable; thus, it does not promote voluntary safety reporting but rather operates in a way that interferes with safety reporting. This study compared the administrative enforcement of advanced countries (the US and the UK) and confirmed that there is a problem with the current aviation administrative enforcement system and that a more precise administrative enforcement system is needed to secure aviation safety; further, the cap amount needs to be adjusted.
