The purpose of this study was to develop the Water Disaster Vulnerability Index (WDVI), which was applied to 30 countries located in the Asian monsoon region. For the development of the index, vulnerability was evaluated by sensitivity and exposure. Hydrological, meteorological, social, and economic data suitable for each classification were selected and used as indicators. To evaluate the flood damage vulnerabilities in the Asian monsoon region, the percentiles of the index results in 30 countries were compared, and to investigate the change in vulnerability due to climate change, the variation in the flood and drought vulnerability index was compared. The result of the WDVI evaluation showed that Southeast Asia had the highest index value and growth rates. In the case of drought vulnerability, the index values and growth rates were the highest in Central Asia, while in Southeast Asia, drought vulnerabilities were relatively low, but the index growth rate was the second highest in Asia. It was found that future climate change is expected to cause variation in precipitation characteristics and increase the flood and drought vulnerability.
