Natural disasters like typhoons and floods are causing increasing damage in Korea, such as the inundation of industrial complexes and the Mt. Umyeon landslide. Great efforts are being made by the government towards recovery from natural disasters. However, private facilities follow a process of support-oriented recovery focused on housing, such as disaster support funds. Owing to these limitations, we have developed recovery techniques by introducing the concept of a multilayer defense system, after reviewing domestic and overseas cases in terms of disaster impact and cause of damage. The multilayer defense system recovery techniques were applied to Chuncheon city after establishment of the application standard of the multilayer defense system recovery techniques and development of recovery techniques according to the facilities. This study describes recovery techniques for residential/industrial complexes in case of disasters. It is expected that the results of this study will help to improve the current district comprehensive recovery plan.
