This study performs a risk analysis on human casualty of social disasters based on F-N curve, using collected data over the past 11 years in Korea (2005~2015). The study objectives were as follows: (i) to analyze and compare risk by social disaster types; and (ii) to identify and confirm the risk level in 2015, the most recent year. The results indicated that fire and marine accident were in the very high-risk (i.e., above intolerable risk criteria); wild fire, collapse, infectious diseases, and urban railway accident were in the high-risk; and the overall risk level of social disasters in 2015 was higher than the annual averages of the previous 3, 5, 10 years, although it was lower than that of 2014. Furthermore, the annual risk of fire in 2015 was also higher than that in the past years, except for that in 2014. Therefore, the safety control plans of central administrative agencies and local governments should focus on these high-risk types of disasters, the safety plans must implement proper risk mitigation measures and disaster management projects in high-risk types.
