The territorial boundaries of the Nigerian federation have undergone frequent changes under military regimes. From 1967, the structure of the federation has been reconstituted five times. The paper seeks to appraise the state-creation exercises under Babangida Administration, with a view to explaining the factors and forces which may have influenced the creation of the 21 and the 30-state federal structures in Nigeria. The unrelenting pressure for the creation of additional subnational units in Nigeria is a function of the competition amongst federating ethnic groups in the country for favourable allocation of distributive federal resources. Indeed, the insatiable distributive appetite of state proposers would explain why, in spite of the creation of the 36state federal structure in 1996 the calls for more states have not abated in Nigeria.
