L'objectif de cette contribution est de tenter d'expliquer les caractéristiques particulières que revêt le « retour du protectionnisme » depuis le milieu des années 1970 et en particulier la contradiction entre le discours des décideurs politiques (résolument libre-échangiste) et leurs actions de protection diffuses et occultes. La thèse défendue dans ce texte est que ce divorce participe d'une stratégie de secret fondée sur l'emploi de moyens de restrictions les plus discrets ou les plus « opaques » possibles. Chaque pays s'efforce ainsi de protéger ses intérêts spécifiques sans que cela apparaisse explicitement, afin de soutirer de ses partenaires les plus grandes concessions (dans le cadre des négociations, hier du GATT et aujourd'hui de Voue), sans avoir lui-même à en faire à un degré équivalent, pour tenter de « déconsolider » des concessions commerciales antérieurement réalisées. En se sens, le protectionnisme inavoué de cette fin de siècle peut être qualifié de « furtif », à l'image des avions de reconnaissance stratégique du même nom : il s'agit d'échapper autant que faire se peut à la détection ou, du moins, à la possibilité d'une évaluation précise de l'impact des mesures prises sur le commerce international.This paper tries to explain some of the main characteristics of the "new protectionism" which reappeared since the mid 70's. Particular attention is devoted to the gulf between policy statements which are paved with good free trade intentions and actual trade policy. The very important tariff reductions achieved under the impetus of the GATT have been accompanied by a resurgence of new protectionism. Nowadays, governments protect domestic industries through a large variety of non tariff barriers, such as safety and health regulations. The increasing use of antidumping duties and countervailing duties as protection tools is also part of this new protectionism disguised under the full-dress uniform of "Fairness". At the same time, governments positively state to free traders... The contradiction can be interpreted as the result of a strategy secrecy. These trade instruments offer the advantage of restricting imports without doing so formally. As a result, a government can more easily try to get concessions from other countries without having itself to make equivalent ones. In short, the contradiction is deliberate; it partakes of opacity of the new protectionism. Thus "stealth" is probably the best word to characterize protection at the turn of the century
