C’est à partir de la connaissance qu’il a acquise comme président du Groupement national de la coopération et du Cnlamca que Jacques Moreau interpelle ici les chercheurs. Cette interpellation est double : l’auteur pose des questions importantes concernant les rapports entre l’économie sociale et l’État, que peu de travaux ont abordés. On connaît mal, en effet, les conditions dans lesquelles sont nés les rapports d’instrumentalisation qui prévalent en France, ainsi que leurs effets sur les mouvements et sur l’identité de l’économie sociale. On connaît mal également la relation entre instrumentalisation et spontanéité. L’auteur liste de nombreuses questions et suggère des pistes de recherche et des études comparées. Mais en posant ces problèmes, Jacques Moreau avance des hypothèses explicatives, montrant en particulier que le degré de corrélation entre les objectifs gouvernementaux et ceux des coopératives, d’une part, et le poids politique de ces coopératives, d’autre part, déterminent largement les effets de l’instrumentalisation.Based on the experience he acquired as the president of the Groupement National de la Coopération and Cnlamca, Jacques Moreau here puts some questions to researchers. His questioning is twofold. The author raises some important questions concerning the relationship between the State and the social economy which few studies have addressed. Neither the conditions that give rise to the relationships of instrumentalization that prevail in France nor their effect on the movements and identity of the social economy is well understood. The relationship between instrumentalization and spontaneity is also not well understood. The author lists several questions and suggests possible directions for research and comparative studies. While raising these questions, Jacques Moreau puts forward some explanatory hypotheses, showing in particular that the degree of correlation between, on one hand, government objectives and those of cooperatives and, on the other hand, the political clout of these cooperatives largely determines the effect of instrumentalization
