Cet article fait l’état d’une recherche d’envergure conduite dans dix pays de l’Union européenne sur les entreprises sociales d’insertion (ESI). Souvent liées aux politiques publiques, les ESI n’en sont pas moins des entités économiques autonomes qui ont pour but commun l’insertion professionnelle de personnes handicapées ou défavorisées sur le marché du travail. Cent cinquante ESI ont été étudiées par les chercheurs du réseau européen EMES dans le cadre de deux projets : le projet Perse, qui visait la mesure de la performance socio-économique des entreprises sociales d’insertion par le travail, et le projet Elexies, dont l’objectif était de mieux caractériser ces structures en termes de cadres légaux, de financements, de publics cibles, etc. La synthèse de ces données a permis d’identifier trente-neuf catégories d’ESI, de les situer au regard d’un certain nombre de critères, d’appréhender leur diversité, mais également leurs points de convergence. Si les modalités d’insertion ou le type de ressources mobilisées varient grandement, les auteurs montrent que l’ « entreprise sociale » telle que définie par le réseau EMES fédère les initiatives.This article presents the findings of a substantial study conducted in ten countries in the European Union on social integration enterprises. Although they are often connected with public policy, social integration enterprises are independent economic entities that share the common purpose of bringing disabled or poor people into the labor market. One hundred and fifty social integration enterprises were studied in two projects by the researchers of the EMES European research network. The aim of the PERSE project was to measure the social and economic performance of social enterprise sheltered workshops, while the objective of the ELEXIES project was to better understand their legal frameworks, types of financing, target populations, etc. An analysis of these data enabled identifying 39 categories of social integration enterprises, ranking them in relation to a number of criteria and grasping both their differences and similarities. While the forms of social integration and types of resources used vary considerably, the authors show that the social enterprise as defined by the EMES network brings together a range of initiatives
