Les élections législatives de 2009 mettent en évidence au Mexique une transformation des règles pragmatiques de la compétition politique ainsi qu’un problème de représentativité. À travers le cas « Juanito », d’abord élu représentant de l’arrondissement d’Iztapalapa dans le District fédéral puis destitué de son poste, cet article propose d’analyser comment cette transformation participe aux problèmes de gouvernabilité qui se présentent dans cette circonscription. La destitution d’un candidat démocratiquement élu questionne le principe de libre élection de représentants par des citoyens. Cela a des effets directs sur l’exercice du gouvernement en remettant en cause la légitimité du nouveau dirigeant. À l’origine on retrouve, d’une part, l’utilisation politique du droit par les protagonistes comme stratégie pour sortir du conflit politique et, d’autre part, le développement d’une « politique de pactes ». Dans quelles conditions a lieu cette destitution ? Comment les acteurs parviennent-ils à se servir d’une diversité de recours juridiques pour faire tenir leurs promesses ? Quels sont les effets de l’exercice de ces pratiques pour le gouvernement d’Iztapalapa ? Ce sont des questions auxquelles cet article se donne pour objectif de répondre.The 2009 legislative elections in Mexico shed light on a transformation of pragmatic rules of political competition as well as a representative problem. This can be reflected through the “Juanito” case in Iztapalapa. He had been elected as representative of this district and was then removed from his position. This paper seeks to examine how this transformation participates in the governability problems of this district after the elections. The dismissal of a democratically elected candidate questions the principle of free election of representatives by citizens, a principle that is largely defended in democratic contexts. This situation has direct effects on the exercise of government since the legitimacy of the new representative can be questioned. At the start of these practices, on the one hand, we identify a political use of law by protagonists of this conflict as a strategy to resolve a political conflict. On the other hand, we recognize the development of a “policy of pacts.” In what conditions does the dismissal take place? How do the actors mobilize an array of legal appeals to make each other keep their promises? What are the impacts of these practices on the Iztapalapa government? The main purpose of this paper is to provide answers to these questions
