Cet article esquisse en première partie un bilan des effets du rapport Arpin sur le patrimoine au Québec. Ce rapport présenté à la ministre de la Culture devait conduire à une refonte de la loi sur les biens culturels. Bien que le Gouvernement du Québec tarde encore à adopter le projet de loi 82 sur le patrimoine, les universités et les centres de recherche se sont structurés depuis le dépôt du rapport en 2000, renouvelant le discours sur le patrimoine et proposant une lecture pluridisciplinaire. L’auteur démontre que la question du patrimoine revient périodiquement depuis 1944 et suscite de nouveaux questionnements à l’égard de ces objets matériels et immatériels qui servent en quelque sorte à définir l’identité nationale. À la lumière de la dernière enquête menée par l’Observatoire de la culture et des communications du Québec sur l’univers du patrimoine, l’article démontre que le patrimoine n’est plus simplement une affaire de culture, mais que les législations qui encadrent sa reconnaissance et sa mise en valeur en font un enjeu politique fondamental.This article first explores the effects of the Arpin report on Quebec’s heritage. This report presented to the Minister of Culture was meant to bring about changes in the Cultural Property Act. Even though the Government of Québec is still stalling in the adoption of Bill 82, universities and research centers have reacted since the deposition of the report in 2000, renewing the discussion on heritage and proposing a multidisciplinary approach. The author points out that questions regarding heritage have been recurring periodically since 1944 and have raised new issues regarding material and intangible objects that serve to partly define national identity. Following on the most recent study conducted by the Observatoire de la culture et des communications du Québec on the field of heritage, this article demonstrates that heritage is no longer simply a matter of culture, but now has a fundamentally political stake by having been lawfully recognized and valued

La question du patrimoine au Québec. État des lieux et mise en perspective
