La politique scientifique et technologique québécoise a connu depuis le début des années 1980 une mutation où les entreprises ont pris la place qui revenait auparavant aux universités quant aux énoncés de politiques et à la formulation des programmes gouvernementaux. Les auteurs analysent les résultats de ce «virage technologique» et ses conséquences sur les systèmes québécois de la recherche et de l'innovation. Ils tentent de démontrer 1) que l'entreprise demeure encore le maillon faible du système québécois de l'innovation et 2) que l'université n'a pas perdu son autonomie relative malgré les brèches faites dans le système de financement de la recherche.Scientific and technological policy in Quebec has gone through a process of change since the early 1980s, in which enterprises have taken the place previously occupied by universities with regard to policy statements and the formulation of government programs. The authors analyse the results of this «technological change of direction» and its consequences for the systems of research and innovation in Quebec. They seek to demonstrate : 1) that enterprise still continues to be the weak link in Quebec's innovation system, and 2) that the university has not lost its relative autonomy, in spite of setbacks in the financing system for research
