En 1966, à la suite d'un conflit mettant en cause les débardeurs et ouvriers de métiers connexes dans les ports de Montréal, Trois-Rivières et Québec, et opposant la FEDERATION DES ARMATEURS DU CANADA et L'INTERNATIONAL LONGSHOREMEN'S ASSOCIATION, le Parlement du Canada avait adopté, le 15 juillet, la Loi sur les conditions de travail dans les ports du Saint-Laurent. Cette loi, prévoyait la création d'une Commission d'enquête qui examinerait les transformations technologiques et autres pouvant influer sur l'accroissement de la productivité, la constitution des équipes de travail, les appels et rappels des travailleurs, la sécurité de l'emploi et autres questions connexes. M. Laurent-A. Picard a été désigné comme président. Son rapport a été rendu public le 1er novembre 1967. Voici un résumé des principales dispositions tel que préparé par son auteur.In 1966, following a dispute affecting longshoring and related trades in the ports of Montréal, Trois-Rivières and Québec City, and arising between the Shipping Federation of Canada and the International Longshoremen's Association, the St. Lawrence Ports Working Conditions Act was adopted by the Parliament of Canada on July 15. This Industrial Inquiry Commission had to investigate possible technological and other changes having bearing on improvements in productivity, the size and structure of gangs, calls and recalls of men, job security, and related matters.
