Les rapports entre le pouvoir religieux et les administrations locales ont joué un rôle fort important dans le développement urbain de la ville de Québec, comme en fait foi le cas particulier des Ursulines, un des plus importants propriétaires fonciers de l'agglomération. S'adaptant facilement aux différents contextes socio-économiques, comme la Conquête et l'abolition du Régime seigneurial, la communauté a su utiliser ses relations politiques pour influencer l'extension de la zone urbanisée de Québec sur des terres lui appartenant. Lorsque son pouvoir de marchandage dans le quartier Saint-Sauveur diminua, elle profita de la conjoncture politique pour négocier un intéressant contrat d'échange (les Plaines d'Abraham contre Marchmont, devenu Mérici), dont les retombées entraînèrent le développement de Québec dans l'axe de la Grande-Allée plutôt que sur les voies traditionnelles du Chemin Sainte-Foy et. de la rue Saint-Vallier.Relations between religious authorities and local administrations played a major ole in the urban development of Québec, as it is shown by the peculiar case of the Ursulines Nuns, one of the most important landowners even during the French regime. Easily adapting itself to new socio-economic events such as the British Conquest and the Abolition of the seignorial tenure the Order was able to use its political force to push the extension of Québec's urban zone towards lands it owned. When its negotiating power in the Saint-Sauveur ward diminished, it used the political conjuncture to sign a profitable deal (trading the Plains of Abraham against Marchmont, now Mérici), whose consequences meant that Québec's development followed the Grande-Allée axis instead of the traditional ways of Sainte-Foy road and Saint-Vallier street
