Depuis le rapport Prost de 1983 suggérant qu’un travail en réseaux d’établissements prenne en charge les aspects non pédagogiques de l’administration scolaire, des « bassins » ont été créés dans les académies, le plus souvent à l’initiative des recteurs. La circulaire du 20 juin 2001, qui définit le cadre général des missions et de l’organisation des bassins de formation et d’éducation, demeure un texte infra-réglementaire, et laisse en fait cet objet administratif sans assise juridique véritable. Face à cette plasticité du dispositif et à l’injonction conjointe d’autonomie des établissements publics locaux d’enseignement, les chefs d’établissement se sont très diversement mobilisés. À partir d’une enquête « d’ethnographie institutionnelle », basée à la fois sur une série d’entretiens et sur une observation non participante du fonctionnement de six bassins dans une importante académie du Sud-Est, ce texte analyse la différenciation de ces postures, en mettant plus particulièrement en évidence la nécessité de replacer le fonctionnement des bassins dans la perspective d’un jeu d’acteurs modifié par le processus de régulation décentralisée de l’éducation. Ainsi, le sens géographique du bassin ne se départit pas de son sens institutionnel, et l’appropriation qui en est faite renvoie non seulement à une référence identitaire (comme c’est le cas des établissements visités), mais aussi à un travail politique dans lequel le bassin se trouve saisi non seulement comme objet administratif ou comme instrument de l’action publique, mais aussi comme un enjeu de pouvoir dans la régulation intermédiaire qu’il vient appareiller.In 1983 the Prost Report recommended a form of networking for the non-teaching aspects of school administration, and since then school districts, usually at the initiative of their rectors, have created “pools.” The circular of 20 June 2001, setting out the general framework for the mandate and organization of training and education pools, is sub-regulatory, leaving this administrative tool without any real legal standing. Faced with a malleable programme and a parallel commitment to autonomy for the local public schools, principals responded in a variety of ways. This article is based on an “institutional ethnography,” employing both interviews and non-participant observation, of the operation of six pools in a large school district in south-east France. It analyses the range of responses, and in doing so emphasises the need to understand the operation of these pools as a game among actors in the decentralized regulatory context of education. The article finds that the geographical meaning of a pool does not involve abandoning an institutional meaning. The notion is appropriated both as an identity and as a political resource
