Alors que la mise en oeuvre du revenu minimum d'insertion s'était faite dans uncertain consensus autour de la notion de « dette sociale » à l'égard des pauvres et deschômeurs de longue durée, la récente reprise économique a vu la parution de travauxd'analyse économique qui présentent le « non-emploi » comme un choix rationnel pour unemajorité de bénéficiaires des minima sociaux. Autrement dit, après les États-Unis et laGrande-Bretagne, la France découvre la « trappe à chômage ». Cette critique déguisée dessystèmes d'indemnisation du chômage, du revenu minimum et du salaire minimum repose sur lathéorie des anticipations rationnelles, dont la formalisation mathématique permet d'isolerun facteur parmi d'autres (ici, par exemple, la question du rapport entre niveau de revenuet niveau d'activité). Or, l'analyse de populations bénéficiaires du revenu minimumd'insertion en France montre que le nombre de facteurs à prendre en considération est bienplus élevé que le seul niveau de revenu. Notamment, seul un petit noyau se trouvedurablement hors de l'emploi et sans volonté d'en chercher, et l'accès à la prestationreprésente la plupart du temps une première étape vers la reprise d'activité. Il importedonc d'ouvrir le débat entre économistes et sociologues, et d'éviter de glisser troprapidement de la catégorie d'analyse (l'anticipation rationnelle) à la catégorie morale (laresponsabilité).When the basic income [revenu minimum d'insertion] was instituted there was a certainamount of consensus about the notion of a “social debt” owed to the poor and long-termunemployed. Since then, however, the recent economic up-turn has been accompanied byeconomic analyses that treat “not working” as a rational choice for the majority of thosereceiving the basic income. In other words, following on the heels of the United States andGreat Britain, France has discovered the “poverty trap”. This hidden critique ofunemployment insurance regimes, of basic income schemes, and of the minimum wage rests on atheory of rational calculation. The mathematical formulation allows one to isolate onerelationship, for example that between revenue and labour force participation. Analysis ofthe recipients of the basic income in France shows, however, that there are more factors toconsider than just income. In particular, only a small core are without work over a longperiod and have no desire to find a job. In most cases, access to the benefit represents afirst step towards labour force participation. It is therefore important to includeeconomists and sociologists in the debate, and to avoid a too rapid slide from an analyticalcategory (rational calculation) to a moral one (responsibility)
