When presenting models of behavior of enterprises within a short period of time, classic microeconomics theory starts from the classification of factors of production into fixed and variable factors and classification of costs that result from fixed factors (fixed costs) and those which result from variable input in the process of production (variable costs). According to this concept, fixed costs do not change together with the change of productive capacity as they have the same value whether the installed capacities are fully used or during a temporary production halt. Unlike such costs, variable costs change (increase or decrease) with the change of productive capacity by going through digressive, proportional and progressive zones. Modern approaches in the theory of costs start from the same classification of costs, but unlike traditional approaches they are characterized with some specifics. Apart from the category of fixed costs that do not change with the change of employment rate (absolute fixed costs), these approaches accept some categories of fixed costs that are fixed only within the limits of certain layers or zones of production. These costs are usually called relative fixed costs. According to modern concepts, variable costs comprise proportional costs only, i.e. that category of variable costs that change at the same rate as the output rate. The aim of this paper is point out the singularity of decision-making process in enterprises within a short period of time starting from the standpoint that the structure of their costs is comprised of absolute and relative fixed costs and proportional variable costs while the structure of enterprise's capacity is comprised of machines of the same functional and technical characteristics. Our intention is to enforce research of dynamics and structure of costs starting from such theoretical and methodical standpoint in order to understand developmental stages of total and average costs.
