This technical report aims to understand the arguments and practices of the inclusion of people with disabilities within the educational system and, from this, to present a proposal for the construction of indicators that make it possible to guide the construction of public policies. We first deal with aspects of equality and disability in the field of Education, discussing conceptions of integration and social inclusion. Next, we present government data from IBGE to point out incongruities or incompleteness. In order to organize a synthesis and create a methodology for the construction of indicators, we articulate methodologically based on data from the Schoolar Census/MEC/INEP, in addition to the six dimensions of A inclusão das pessoas com deficiência no sistema educacional como instrumento viabilizador da igualdade: exposição e análise crítica dos respectivos indicadores
