The Development Index of the Basic Education (IDEB) was created by the Anísio Teixeira National Institute of Educational Studies and Research (INEP) in 2007 and represents the initiative of gathering important concepts for the quality of education in a single indicator. It was published in INEP's electronic website the IDEB per school, municipality, federal state, region and Brazil, of the years 2005, 2007, 2009, 2011 and 2013. The goal of this research is to create a single development index of the basic education of the States and the Federal District, from IDEB of 2005-2013, with the use of Principal Component Analysis. In order to achieve this goal, a theoretical and empirical model was developed. The results revealed that the State of Minas Gerais exhibited the best performance in the index that synthesizes all IDEB's announced so far by INEP with the score of 4.2187, which was considered in the 0 to 1 scale, as efficient (1 = 100%) so as to, from it, identify the relative percentage of the efficiency of the remaining States and the Federal District. The States of Paraná and São Paulo were, respectively, in the 2 nd and 3 rd position and the States of Rio Grande do Norte (25 th ), Alagoas (26 th ) and Bahia (27 th ) were in the last positions.
