In this paper the author addresses the issue of collectiveadministration of graphical user interfaces according to theimpact of the CJEU decision in BSA v. Ministry of Culture onthe case-law in one of EU Member states (Czech Republic). Theauthor analyses the decision of the Czech Supreme Court wherethis Court concluded that visitors of Internet cafes usegraphical user interface actively, which represents relevantusage of a copyrighted works within the meaning of Art. 18 theCzech Copyright Act. In this paper, attention is first paid tothe definition of graphical user interface, its brief historyand possible regimes of intellectual property protection.Subsequently, the author focuses on copyright protection ofgraphical user interfaces in the Czech law and interprets theBSA decision from the perspective of collective administrationof copyright. Although the graphical user interfaces areindependent objects of the copyright protection, if they areused while running the computer program the legal regulation ofcomputer programs has priority. Based on conclusions reached bythe Supreme Administrative Court of the Czech Republic in theBSA case, the author claims that collective administration ofgraphical user interfaces is neither reasonable nor effective.
