The paper firstly analyses the admissibility decisions of the United Nations Human Rights Committee (hereinafter the UNHR Com.) in a number of cases emanating from Jamaica1 , to assess the impact of the municipal law in this instance the Constitution of Jamaica in the 'international proceeding' under the Optional Protocol to the Covenant.
