The NEP economy was mainly composed of five elements: paternalism, community, organized mobilization, corporatism and modern rationalism. The institutional configuration was as follows: labor-management consultation system from above held a core position, having coexistent and complementary relationships with command economy and market, and traditional community was placed at the bottom. Under growing pressure and closed character in the latter half of NEP era cooperative relations among the strata were disrupted and strong-arm integration advanced, with the result that the plural system was transformed to the command economy-centered system containing elements of enlightening despotism and social rationalism.
