O Tratado de Itaipu, assinado por Brasil e Paraguai, em 1973, criou a maior usina hidreletrica do mundo a epoca. As negociacoes que antecederam e que permearam sua construcao foram extremamente complexas e envolveram outros paises. As posturas firmes de Brasil e Argentina dificultaram o entendimento a respeito da utilizacao dos rios internacionais da Bacia do Prata e contribuiram para  o retardamento no processo de integracao da America do Sul. Itaipu foi fruto de um acordo politico e diplomatico que envolveu interesses prioritariamente brasileiros, mas que convergiram tambem com os interesses do Estado paraguaio. Tal fato nos leva a crer que os assuntos politicos se sobrepuseram aos assuntos tecnicos relacionados a usina binacional. Dessa forma, buscaremos compreender o processo que se desenrolou nas negociacoes entre os principais paises interessados na utilizacao dos rios da Bacia do Prata, no caso Argentina, Brasil e Paraguai, durante as decadas de 1960 e 1970. Abstract The Itaipu Treaty, signed by Brazil and Paraguay, in 1973, created the largest hydroelectric dam in the world at the time. The negotiations that preceded and permeated its construction were extremely complex and involved other countries. The firm positions of Brazil and Argentina thwarted the understanding about the use of international rivers of the Plata Basin and contributed to the delay the integration process in South America. Itaipu was the result of an agreement involving primarily political and diplomatic interests of Brazil but also converged with the interests of the Paraguayan State. This fact leads us to believe that political issues have overshadowed the technical issues related to the binational hydroelectric. Thus, we try to understand the process that unfolded in the negotiations between the main countries involved in the use of the rivers of the Plata Basin, in this case, Argentina , Brazil and Paraguay , during the 1960s and 1970s.
