森林を管理する立場から, 既存データベースを用いて, 森林計画制度における地域森林計画区 (霞ケ浦流域: 約3,390km2) を対象に, 全国に応用可能な簡易な手法で, 幅広い観光レクリエーション資源・施設を考慮したポテンシャルの算定を行った。具体的には, 流域内の資源・施設を森林との関わり合いや現地調査の結果を考慮して4段階に得点化し, 1kmメッシュ単位でフィルタリング処理を用いて集散状況を把握したところ, 75箇所のポテンシャル集中地が確認された。そして, それらのポテンシャルの高さ・規模・性格などをもとに, 森林管理上からみた集中地の森林整備について検討を行い, その方向性を示すことができた。
