Europe continues to be a “special space in the world” regarding achievements in human development. But this fact does not reduce the future challenges and responsibilities regarding its own population but also the overall (actual and future) impact on the rest of the world. Food security, according to nowadays definition, derives its importance from the traditional fight to achieve the satisfaction of basic needs, with guarantees of “freedom from hunger”. The European Community has been very successful in the food system improvements over the last decades, and one of the referential aspects in the system has been its Common Agricultural Policy (CAP). Indeed, CAP is considered to be an important example of technical intervention linked with reasonable governance able to provide a set of measures and policies with reference, and based in the market systems. In general, rules and norms, laws and regulatory systems have been crucial and do not substitute markets, they actually have a complementary but essential role in making the markets work better.
