Europe, and especially Spain has been suffering an ongoingeconomic, social and political crisis. The constructionindustry sector has been one of the most affected.Project Management professionals in the construction industryare obliged to make a critical analysis of their results and methodologyapplications used in recent years.In this paper a methodology has been developed for parameterizationand monitoring of projects, portfolios and programsfrom both the public or private Construction Promoter\u27s point ofview -the real engine of the project-. This methodology analysestheir responsibilities and those of the stakeholders throughoutthe project\u27s lifecycle, and allows the Promoter to make decisionsbased on accurate, realistic and factual knowledge.The project\u27s full data is completely accessible by the Promoter.Thus the Promoter is able to develop a Project PortfolioManagement and Business Intelligence.The Next step in the methodology evolution is transferring it toan ICT tool, for a promoter\u27s systematic application.Project management will assist in providing a social improvement,this method is associated with current social demandsat all levels and sectors -Transparency- thus allowing realtimemonitoring of the building project\u27s status throughout allstages of the project\u27s life cycle
