La Comunidad Europea es un actor único en el marco, histórico y actual, de las relaciones internacionales. Nos hallamos frente a un proceso federativo, distinto de cualquier otra forma de cooperación inter gubernamental, que ha obligado a los sistemas políticos nacionales a adaptarse a la aparición de estructuras politicas de naturaleza supranacional. La dimensión internacional de la Comunidad queda recogida, apartir del Tratado de Unión Europea (1992), en cuatro marcos: el comercio, la ayuda internacional a los paises en desarrollo, la política exterior y la política de seguridad y de defensa. En el terreno de la cooperación internacional al desarrollo, hay que destacar la existencia del Convenio de Lomé IV firmado en 1989 por los doce paises de la Comunidad y sesenta y nueve paises ACP. En el terreno de la política exterior y de seguridad, la Comunidad tiene una experiencia de más de veinte años. Desde la Cumbre de la Haya (1969), los Doce se han dotado de un mecanismo de coordinación diplomática: la Cooperación Política Europea. Con el reciente Tratado de Unión Europea (1992), los Doce han previsto un mecanismo más desarrollado: la Política exterior y de Seguridad común. Dicho mecanismo --basado en la idea de "acción común" es un pilar básico para la construcción de una futura Europa federal.En el terreno de la defensa, sin embargo, se prevén mayores dificultades.The European Communiy has a unique character in the present and historical framework of lnternational Relations. We are confronted by a federative process quite distinct from all other forms of intergovernmental cooperation, which has forced national political systems to adapt themselves in the face of political structures of supranational nature. The international dimension of the Comunity is outlined in the Treaty of European Union (1992) in four frameworks :Trade, inetrnational aid to developing countries, common foreing policy and security and defense policy.Inthe field of international cooperation for development, the existance of Lomé Ageement, signed in 1989 by the twelve and sixty nine ACP countries, is underlined. In the area of foreing and security policy the comunity has more than twenty years of experience. From the summit of the Hague (1969) the twelve have created an instrument for diplomatic coordination : European Political Cooperation. Within the recent Treaty of European Union (1992), the twelve have introduced a more developed instrument: the Common Foreing and Security Policy. This mechanism - based on the idea of "common action"- is a fundamental pillar for the construction of a future federal Europe. In the field of defense, however, greater difficulties are foreseen
