Bu çalışmada, ağız ve diş sağlığı hizmeti sunan tesislerin göreli etkinlerini ölçmek için bir Veri Zarflama Analizi (VZA) modeli önerilmiştir. Bu amaçla, karar verici tercihlerinin model çıktılarına, yani tedavi alternatiflerine yansıtılabildiği Ağırlık Kısıtlı VZA (AK-VZA) modeli kurgulanmıştır. Çıktıların hepsinin eşit önemde olduğunu varsayan Temel VZA (T-VZA) modeli ise karşılaştırma amacıyla kullanılmıştır. İstanbul’da Sağlık Bakanlığı’na bağlı tesisler üzerinde yapılan analiz sonuçları, önerilen AK-VZA’nın T-VZA’ya göre daha gerçekçi ve seçici sonuçlar verdiğini göstermiştir. Tesislerin etkinlik performanslarına bakıldığında ise, Ağız ve Diş Sağlığı Merkezleri (ADSM) ve Ağız ve Diş Sağlığı Hastaneleri (ADSH) gibi büyük ölçekli tesislerin Eğitim Araştırma Hastaneleri (EAH) ve Devlet Hastaneleri (DH) gibi ağız ve diş sağlığı açısından küçük ölçekli tesislere göre çok daha etkin olduğu görülmüştür. Bu sonuçlar, ağız ve diş sağlığı hizmetlerinde tesis büyüklüğünün etkinlik için önemli bir unsur olduğunu göstermektedir. In this study, a Data Envelopment Analysis (DEA) model is proposed to measure the efficiency of facilities providing oral and dental health services. For this purpose, a Weight Restricted DEA (WR-DEA) model is constructed in which decision makers’ preferences about outputs (i.e. treatment alternatives) can be added to the model. In addition, the Basic DEA (B-DEA) model, based on the assumption that all outputs are of equal importance, is also used for comparison purpose. The results reveal that WR-DEA provides more realistic and selective measures for decision makers than B-DEA for oral and dental health services. In addition, they also show that efficiency performance of large-scale facilities such as Oral and Dental Health Centers (ODHC) and Oral and Dental Health Hospitals (ODHH) is much higher than facilities that offer small-scale services such as Training and Research Hospitals (TRH) and State Hospitals (SH). Thus, these results indicate that facility size is an important factor for the efficiency performance of oral and dental health services.
