工業標準化 とは, あ る時点におけ る科学, 技術の経験 を もとに, 物質 の形 状, 寸法, -構造, 物理的。 化学的性 質, 性能, 信頼 性, 安 全性な どや, 行為の手順, 方法な ど, お よび物質, 行為に関連す る基礎的事項について, 標準(standard)を 定 め, これを生 産, 流通, 消費の各 面 で実施す ることに よ り, 生産能率の増進, 製品の品質 向上, 使用 ・消費 の合理化, 安全性 の確保 などを 図る こ とを 目的 としてい る。 標準は, そ の実施に よって各方面 で調整 が行 なわ れ, 改善 され, よ り高い水準の標準化が進 む ことになる。 工 業標準化は一般 に国際 標準, 国家標準, 団体標準, 企業 内標準 の4つ の体系で進め られてい る。 これ らは, 相互に関連するが, その中心 となるものは, 国家標準で あ る。 標準の中心 とな る国家規格 は, 政府機関 が制定す る場 合 と, 公共的 な民 間機 関が制定す る場合 とに 大 別 で き る。 アメ リカは, 民間 の専門団体, 産 業 グルー プあるいは 政府諸機関, 地方 自治体 な どが設定 する 自主的標 準化 が 主流 で, これ らの規格をAmerican National Standards Institute が相互間の重複, 矛盾を調整, 国家規格 とし て承認す る制度 を とっている。 イギ リスは, 政府機 関が 標準化の推進に力を入れてい るが, 自らは国家規格を制 定 せず, British Standards Instituteが 政府の補助金 に よ り産 業会 と協力, 自主的な標準化活動を行な ってい る。西 ドイツも民間 の自主性に よ り標準化が進め られ, Deutsher Nommenausschuss が制定す るものが国家規
