Efforts that have been made hitherto by JHPS (Japan Health Physics Society) to enhance the position of the Asia Oceanic region's radiation protection in international community are quite memorable. One of the most notable results was to establish AOARP (The Asian Oceanic Association for Radiation Protection). JHPS has invited the IRPA (International Radiation Protection Association) international congress to Asia for the rst time and successfully convened the IRPA 10 on May of 2000 at Hiroshima, the site of painful memory in the history of atomic tragedy. Prior to this congress, JHPS has proposed to expand and further develop cooperations with Radiation Protection Associations among the northeastern Asian countries and obtained their agreements. Accordingly, upon approval of the Executive Committee of the IRPA, JHPS convened the Asian Regional Committee on May 18 and founded the AOARP. As initial member associations, those of Australia (ARPS), China (CSRP), India (IARP), Korea (KARP), Japan (JHPS) and Philippines (PARP) joined the AOARP. In the process of IRPA approval, it is presumed that much efforts have been made by JHPS, the association that convened the IRPA 10. The inaugural convention of AOARP has selected Professor NAKAMURA of Tohoku University as Chairman and decided to convene academic congresses (AOCRP) in mid-years of the IRPA convention cycle. Accordingly, AOCRP-1 was convened in 2002 at Seoul by KARP and AOCRP-2 was convened in 2006 at Beijing by CSRP. AOCRP-3 will be convened next year at Tokyo by JHPS. AOARP stands shoulder to shoulder with academic associations of other regions (European Association, African Association, Latin American Association, Pan American Association) under IRPA's umbrella. Of these, the European IRPA Congress that began about the same time as AOCRP-1 can serve as the target for our benchmarking. Majority of the notable individuals who lead IRPA are European experts. Last year, an Asian was elected as a member (8 year term) of the IRPA Executive Council at the Buenos Aires IRPA 12. In form, it was the result of personal election, but regional representation of AOARP Chairmanship seems to have affected the outcome. It can also be seen as an outcome of incessant efforts that have been made on the part of JHPS. However, it is noteworthy that, out of 12 officer positions of IRPA, 7 are occupied by west Europeans. This is due to the fact that more than half of 17,000 individual members of IRPA worldwide are from western Europe and the right of representation at the General Meeting is in proportion to the number of members of each region. Therefore, we have to remember that there is an immediate task cut out for over 40 countries of Asia and Oceania which constitute more than half of the world's population. That is to encourage various academic associations to join IRPA if they have not done so yet, and for those who have, urge them to register the actual number of individual members, thereby to strengthen our potentials at IRPA. We are in need of self-re ection at the fact that only one academic association, Malaysia, has been added to AOARP since it was founded with six Asian associations. If Japan utilizes the relationship it has fostered with national experts of the region through various channels, we expect that the goal of nourishing our potential may well be realized in a short period of time. We suggest that JHPS, together with AOARP, will take the leadership position in this matter. It is commonly said that the world is at the threshold of atomic renaissance. But Japan, Korea, and China are already in nuclear hot spot. India is rapidly expanding its nuclear facilities, and other Asian countries exhibit their increasing interest in constructing nuclear power plants. The use of radiation and isotope is also increasing continuously. The newly published NCRP Report 160 con rms a new trend which shows that exposure to arti cial radiation is now exceeding exposure to natural radiation. The importance of radiation protection is becoming highly signi cant. It is our belief that JHPS should advance one step further from its past efforts of collecting regional opinions in the process
