昭和57年 の医療法 の改正 に より診療用RIの 利用 に 伴 う廃棄物 は厚生大 臣の指定す る廃棄 指定業者 に引 き渡 す こ とが できるこ ととな った1)。 これを うけて, (社)日 本 アイ ソ トープ協会 は昭和59年 に医療法 に係 る廃棄指 定業者 に指定 された。 なお, これ以前はア イソ トープの 円滑 な利用 と公 衆の安 全を確保す るため放射性同位元素 等 に よる放射線障害の防止に関す る法律(以 下 「放射線 障害防止法」 とい う)に 基づ く廃棄物 に準 じて, 放射線 障害防止法の廃棄業者であ る(社)日 本 アイ ソ トープ協会 が研究用RI廃 棄物 と同様 に集荷 し, 日本原子力研究所 に処理を委託 していた。 医療用RIの 特徴 については, 昭和56年 に, 厚生省 医務局長 の諮問機 関であ った 「医療 機関RI問 題 検討会」 がま とめた報告書2)に 述べ られてい る。そ こで述べ られ ている特徴は次の とお りであ る。
