Conceptual approach is created and the concept and contents of the management concept development of economical higher education develops, functions are researched, roles and structural elements of the concept of development of economic higher education, the higher education is considered as the benefit and specific type of service, the four–level model of educational service is offered, adaptation of the known postulates of economic production in the field of economic higher education is made, types of losses during the planning, the organization, motivation, control in educational activities are determined.The purpose of the article is forming of the concept of development of economic higher education and its structural elements.For goal achievement in this article problems are solved:– an object, a subject, a method, functions, roles of the scientific theory of the economical production of goods and/or rendering services are determined (in particular in the higher education);– concepts of the concept, philosophy, ideology, policy, strategy and tactics of the development of economic higher education are determined;–  functions, roles of the concept of economic higher education are determined;– structural parts of the concept of economic higher education are researched and determined;– the mathematical model for an efficiency evaluation of actions for the development of economical higher education and to their influence on economic development is offered.Economical higher education acts as the subject of the article.The subject of the article is the concept of economic higher education.Scientific novelty of article is connected with forming and a research of contents of the concept of development of economic higher education, a research and the description of structural elements of the concept of development of economic higher education, a research of features and influences of a paradigm of economic higher education on subjects, resources of such education and economy in general
