This article is devoted to a statement of theoretical provisions of formation of an assessment of labor input of carrying out project works in shipbuilding taking into account qualitative characteristics of activity of group of contractors.  Actual problem of establishment of the prices of project works and vessel construction is absence of modern base of the standard and methodical documents defining a procedure of payments of expenses in a section of calculation articles. Practically are absent for the last 10–15 years of the publication devoted to questions of an assessment of labor input of construction work in ship-building branch. Forecasting of labor input of implementation of project works on parametric dependencies considers only the mainworks on parametric dependencies considers only the main technical indicators of a product (a type of vessel, displacement, power of power ship power plant, extent of automation and so forth), disregarding qualitative components of the projected vessel (novelty of object in general, novelty of separate technical solutions, etc.) At determination of cost of project works it is required to consider not only quantitative, but also qualitative characteristics of activity of collective when developing the project of the vessel. It is offered to use the indicator considering not only technical characteristics of the project, but also creative load of performers of project works, time discipline of work and novelty of object of design at an assessment of labor input of design of sea equipmen
