O artigo apresenta os resultados de uma pesquisa que objetivou analisar o impacto das políticas educacionais voltadas ao uso das Tecnologias da Informação e Comunicação (por exemplo, o Programa Nacional de Informática na Escola – ProInfo) na vida de escolas de Ensino Fundamental de dois municípios da Região Metropolitana de Porto Alegre-RS. O marco teórico baseia-se no pensamento de Peter McLaren, de Stephen J. Ball e de Berger e Luckmann. A coleta de dados foi realizada com professores com mais de 10 anos de docências nas respectivas redes, mediante análise de documentos, entrevistas, narrativas e grupo de discussão. Concluiu-se que: a) os efeitos positivos na qualidade da Educação mediante o uso das TIC são ainda inexpressivos e ocorrem por esforços individuais de alguns professores; b) as experiências relacionadas com o uso das TIC não estão contempladas nos Projetos Político-Pedagógicos das escolas; c) as ações de formação estão limitadas às competências técnicas dos professores vinculados aos laboratórios; d) há manifestação de desconforto em relação à estrutura de poder, à divisão do espaço-tempo escolar e às formas de comunicação. A pesquisa indicou que a possibilidade de melhoria da qualidade da educação mediante experiências relacionadas com o uso das TIC exige uma política que considere a cultura profissional docente, bem como as características que conformam a micropolítica da organização escolar. Palavras-chave: Tecnologias da Informação e da Comunicação. Qualidade da Educação. Abstract The use of information and communication technologies (ICT) in school contexts and the improvement in the quality of education This article presents the outcomes of a research that aimed at analyzing the impact of educational policies for Information and Communication Technologies (ICT) such as the National Program of Informatics in Schools (Programa Nacional de Informática na Escola – ProInfo) in the routine of Elementary Schools in two towns of the Porto Alegre Metropolitan region, RS. The theoretical support is based on Peter McLaren, Stephen J. Ball and Berger and Luckmann. The data was collected from teachers working for more than 20 years and included documental analysis, interviews, narratives and group discussions. The study demonstrated that a) positive effects in the quality of education through the use of Information and Communication Technologies which is the result of individual teachers´ effort are still unexpressive; b) the experiences with Information and Communication Technologies are not present in Schools Political-Pedagogical Projects; c) the training opportunities focus mainly on the technical training of the use of laboratories by teachers; d) there is an uncomfortable feeling related to power structures, to the allocation of space-time and to the forms of communication. The research suggests that the improvement in the quality of education through the experiences with the use of ICT demands policies that take into consideration the teaching culture as well as the characteristics that match the micro policy school organization. Keywords: Information and Communication Technologies.
