RESUMO: Este artigo tem como objetivo analisar as prisoes preventivas decretadas no curso da investigacao criminal conduzida pela Policia Federal, a suspeita de desvios de dinheiro no âmbito da execucao dos projetos referentes ao Programa de Aquisicao de Alimentos (PAA), que se denominou de “operacao agro-fantasma”. Metodologicamente a analise se vale da revisao bibliografica; pesquisa documental, composta pelas leis, decretos e cartilhas do PAA, bem como coleta de dados empiricos por meio de entrevistas semi-estruturadas com agricultores de Irati/PR. Para isso, foram considerados os conflitos especificos do setor agricola, no quais estao inseridos sujeitos com interesses antagonicos. Com isso, buscou-se analisar o papel do Estado, que, de forma contraditoria, tem acoes para a promocao do desenvolvimento social e economico, mas tambem, quando necessario, utiliza-se do aparato de repressao politico-judicial, com o objetivo de criminalizar os agricultores envolvidos na execucao dos projetos. ABSTRACT: The objective of this article is to analyze the fact of the pre-trial detention ordered in the course of the criminal investigation conducted by the Federal Police, for the suspicion of misappropriation of money on the scope of the implementation of the projects relating to Food Acquisition Program (FAP), which was denominated as "Operation agri-ghost". The methodological procedures adopted were: bibliographical review; documentary research, composed of laws, decrees and FAP booklets, as well as empirical data collection and interviews with agricultors connected with FAP. For this analysis, it was considered the specific conflicts of the agricultural sector, who has social actors with antagonistic interests. With this, it’s possible to comprise the role of the State, which, in a contradictory way, has actions to promote social and economic development, but also, when necessary, use the apparatus of political-judicial repression, with the objective of criminalizing peasants involved in the implementation of those projects.
