Resumo\ud\udEste texto descreve e analisa o processo organizativo e a dinâmica participativa dos diferentes segmentos que integraram as Conferências Municipais de Saúde, realizadas nos anos de 2003 e 2007 em nove municípios de Santa Catarina. Para a pesquisa de campo, trabalhou-se com materiais próprios da organização das plenárias, Relatórios Finais das Conferências e a realização de entrevistas gravadas. Considerou-se como processo organizativo a iniciativa de convocar a Conferência, todo o processo de divulgação, a organização da realização da plenária, a elaboração do Relatório Final e a sua divulgação. A dinâmica participativa entre os segmentos foi explorada, sobretudo, a partir das entrevistas, que destacaram a pouca participação dos usuários ou uma participação que revela desconhecimento da política e as interfaces burocráticas.\ud \udAbstract: This text describes and analyzes the organizational process and the active participation of the different segments that integrated the Municipal Health Conferences that took place in 2003 and 2007 in nine cities in the state of Santa Catarina. The field research included the study of the material used for the organization of the plenary sessions, conferences final reports and recorded interviews. The following activities were considered part of the organizational process: the initiative of calling the conference, the advertisement process, the organization of the plenary event, the elaboration of the final report and its publication. The active participation and the dynamics of the segments were explored, especially the interviews that pointed out the little participation of the users and also the form of participation that reveals a lack of knowledge concerning health politics and its bureaucratic constraints
