We propose in this paper a simulation implementation of self-organizingNetworks optimization related to mobility load balancing (MLB) for lte systemsusing ns-3. the implementation is achieved toward two MLB algorithmsdynamically adjusting handover (HO) parameters based on the reference signalreceived power measurements. such adjustments are done with respect to loads ofboth an overloaded cell and its cell neighbours having enough availableresources enabling to achieve load balancing. numerical investigations throughselected key performance indicators of the proposed MLB algorithms whencompared with another HO algorithm (already implemented in ns3) based on A3event highlight the significant MLB gains provided in terms global networkthroughput, packet loss rate and the number of successful HO without incurringsignificant overhead.
