1.は じめ に 海 上 交通 シス テ ムは 、海 洋や 河 川 等 の水 上 にお い て、 操船 者(人 間)が 、輸 送 ・物 流の 媒 体 で あ る船 舶 を用 い た 交通 システ ム と捉 え る こ とが で き る。 そ して 、 この海 上 交 通 シ ステ ムは 、NTSB(ア メ リカ 国家 交通 安 全委員 会:National Transportation Safety Board)が 事 故要 因 と して指 摘す るよ うに、 a.「Man(人 間)」b.「Machine(船 舶)」 c.「Media(環 境)」d.「Management(管 理)」 とい う4つ のMで 示 され る要 素 に よって構 成 され る と考 え る。 本 論 は 、 この4Mの うち 「Man(人 間)」 の要 素 に焦 点 を絞 り、 ヒュー マ ンエ ラー に よる海難 事 故 と海 上災 害 を減 少 させ るた め の一手 法 であ る危 険予 知 につい て考察す る。
