Energy from wastes takes an important part of the domestic refuse treatment by local authorities. lncineration with energy production will hardly increase du ring next years, according to a law (1992) which aims to ensure that within ten years (by 2002), no domestic refuse will be accepted into landfills without disposal. ln 1995, 80 incineration plants with energy recovery (UIOM) were in action, and about 30 plants were planned or under construction. Energy is recovered by means of district heating or electricity sol to Electricité de France. Amorce, association of French local authorities and public and private companies working in waste management, conducted a survey on ail the existing or planned incineration plant. This survey was conducted in order to know some technical and economical ratios, aiming to:- give some basic informations to the owners and managers of the 80 existing incineration plants, allowing themto compare with each other.- give those informations to the autorities and companies wich are planning new incineration plants.- set out a national assesment regarding energy from domestic waste, in order to estimate its part into the french energetic system. Before this survey, nobody had sufficient datas about technical, economical and energetical aspects of energy from waste sector in France. This survey was conducted during 1995 summer by a young ingenior student of École des mines de Nancy, and was half subsidised by French Energy and Environnement Agency (Ademe). L'incinération des ordures ménagères avec production d'énergie occupe une place importante dans le traitement des déchets par les collectivités locales. Elle est appelée à se développer fortement au cours des prochaines années pour satisfaire aux objectifs de suppression des décharges brutes en 2002. En 1995, il existe 80 usines d'incinération d'ordures ménagères (UIOM), et une trentaine sont en construction ou en projet. Il est intéressant d'avoir des informations précises pour au moins trois raisons :- fournir aux gestionnaires de chaque usine des repères pour se situer par rapport à l'ensemble,- mettre à disposition des auteurs de projet les ratios techniques et économiques de base de cette activité,- présenter un bilan national de la récupération d'énergie sur l'incinération, à la fois en termes techniques et économiques, pour apprécier sa place actuelle et future dans le bilan énergétique du pays. Nous n'avions jusqu'à ce jour que très peu de données globales sur les performances techniques, énergétiques, et économiques des usines d'incinération d'ordures ménagères actuelles, ainsi que sur les projets en cours d'étude ou de construction. Amorce a pu combler cette lacune au cours de l'été 1995, en confiant à Sadrack Makon, stagiaire de l'École des Mines de Nancy, le soin de réaliser une enquête exhaustive sur les 80 usines en service et 23 projets connus. Cette enquête a pu être réalisée grâce aux conseils méthodologiques et un financement à 50 % de l'Ademe. La présente note résume les principaux résultats de l'enquête.
